Step 1: Buy drinks and have a party.
Step 2: Make a weekend-long rule that anyone caught drinking without their supplied Drink Toque, must immediately finish their drink.
Step 3: If they are a repeat offender, there is a caveat they can be assessed a second penalty; but, what that penalty actually is, needs to be agreed upon upfront (hint: usually a second drink).
Step 4: Continue from Step 2.
